asked the Minister for Education if he will reconsider the possibility of introducing schemes such as those proposed by Cavan and Kerry County Councils for the provision of loans for university and higher education to suitable candidates; and whether, in view of the very limited number of university scholarships available at present, he will consider promoting loan schemes of this type throughout the country.

The future requirements of education are the subjects of inquiry by the Commission on Higher Education and by the OECD teams engaged in the Survey of Investment in Education and in the Survey of Scientific Research and Technology. I feel that the present time is not appropriate, therefore, for the consideration of such loan schemes.
