asked the Minister for justice if the Commissioner of the Garda Síochána intends to make regulations prohibiting horse-drawn vehicles in the centre of Dublin; and, if so, when it is proposed that these regulations should come into operation.

I am informed that the question of restricting animal-drawn vehicles in some streets in Dublin, either generally or at particular times, is to be considered in connection with the preparation of new Traffic Bye-laws for Dublin. It is not possible at this stage to say whether such a restriction is likely to be recommended. Even if such a restriction were recommended by the Commissioner, Garda Síochána, it could be implemented only with the consent of the Minister for Local Government.
