Vol. 215 No. 8

Ceisteanna—Questions. Oral Answers. - Dublin City Housing Scheme.

14.

asked the Minister for Local Government whether, in view of the great need for suitable housing accommodation in Dublin, particularly in the central city area, he is in a position to issue a decision without delay on the Dublin Corporation's application for a compulsory purchase order in respect of the Ballybough-Poplar Row area.

15.

asked the Minister for Local Government if he will state the date on which the Dublin Corporation applied for a compulsory purchase order in respect of an area at Ballybough Road-Poplar Row; the size of the area concerned; and the number of dwelling it was proposed to erect.

16.

asked the Minister for Local Government if he will state the date on which the sworn inquiry was held on the Dublin Corporation's application for a compulsory purchase order in respect of the area of Ballybough Road-Poplar Row; and the reasons for the delay in issuing a decision on the application.

With your permission, a Cheann Comhairle, I propose to take Questions Nos. 14, 15 and 16 together.

The Order was made by the Corporation on 29th December, 1962, and was submitted for my confirmation on 28th March, 1963. A public local inquiry into the objections received was held on 27th, 28th, 29th and 30th November, 1963. These dates were arranged with the Corporation as part of a programme of inquiries. They requested that this inquiry be held not earlier than 26th November. The inspector's report on the inquiry was received in February of this year. This delay occurred because the transcript of evidence given at the inquiry was not received until June, 1964, and because of pressure of other work on the inspector, including work in connection with other compulsory purchase orders, over the period. The Poplar Row-Spring Garden Street area compulsory purchase order was itself a complicated one which was strongly contested and the great volume of evidence given at the inquiry involved lengthy study before a report could be furnished.

The total area included in the compulsory purchase order was 6 acres 1 rood 19 square perches on which the Corporation proposed to erect 228 flats. My confirming order, which was conveyed to the Corporation on 7th instant, authorises the Corporation to acquire all the area except eight properties totalling 1 rood 5 perches and consisting of certain business premises fronting on to Ballybough Road.
