asked the Minister for Finance whether the published conditions of service governing the 1950 confined competition for clerical officers stated that a successful candidate would not receive an immediate increment on promotion if he had less than three years' service on the maximum of his former scale.

The conditions of service provided that a successful candidate who prior to appointment as clerical officer had been three years or more at the maximum of his existing substantive scale would enter the higher scale at his existing substantive salary plus one increment on the higher salary. They did not provide, as the Deputy's query implies, that he would not receive any increase if he had less than three years' service on the maximum. On the contrary they provided that if the three years were completed at any time within a year of promotion an increment would be allowed from that date. This arrangement was in accordance with the rules which applied to all promotions from one established position to another.
