asked the Minister for Finance if he is aware that recently 50 per cent duty was charged on the importation of a small quantity of cage birds' rings from Britain, whereas previously such imports were duty free; and if, in view of the fact that these rings were not produced in Ireland and therefore cannot be obtained from Irish manufacturers, he will ensure that in future duty is not charged on such imports.

Cage bird rings of base metal, bearing numbers or letters or other signs, of British origin are liable to duty at the rate of 40 per cent ad valorem. I am informed that the Minister for Industry and Commerce is prepared to issue licences authorising the importation of such rings free of duty.

Would the Parliamentary Secretary indicate the circumstances in which they are allowed in free of duty? I know a number of cage bird associations which are concerned about the duty.
