asked the Minister for Local Government whether the Fair Wages Clause operates in respect of work done by contractors for the National Building Agency.

The standard form of contract employed by the National Building Agency Ltd is that issued by the Royal Institute of Architects of Ireland in agreement with the Federation of Building Contractors and Allied Employers. The contract includes the standard clause on rates of wages.

Would the Minister check on an example I can give him? What action can the Minister take if it is found that the Fair Wages Clause is not operating in a particular contract?

I suppose it could be gone into if such arises in any particular case.

I am told that the contractor for this agency is employing young chaps leaving school as builders' labourers at £5 per week. Will the Minister investigate this example?

I will, but it may be that these are the only labourers available to them.

No, they have a surplus.
