Mr. Barrett

asked the Minister for Finance if he is aware that under the existing regulations Members who wish to obtain twenty franked envelopes for free postage each week, are obliged to make written or verbal application for the envelopes each week, even when the House is in recess; and that they cannot obtain them by the simple method of making a written or verbal request for delivery of the envelopes at the beginning of each recess; and if he will consider the amendment of the regulations so as to obviate the necessity of weekly written or verbal applications during recesses.

I am aware that the relevant regulations require that application for official paid envelopes must be made weekly.

Suggestions for amendment of these regulations should, in my view, be sponsored by the Committee on Procedure and Privileges. I shall, of course, consider very carefully any suggestions put forward by the Committee.
