asked the Minister for Local Government if he will introduce regulations providing that all cars should be fitted with safety belts.

Regulations made last April provide that cars and station wagons first registered on or after 1st July, 1965, should be fitted with seat belt anchorages complying with prescribed conditions. Consideration has been given to making compulsory the fitting of seat belts, but it was found that such a requirement would be ineffective unless it was certain that only reliable seat belts were on sale and fitted. A provision to achieve this will be included in legislative proposals on road traffic which are now being drafted.
