asked the Minister for Local Government whether he has seen a report that a person charged with causing obstruction by parking five derelict cars in a public place had the summonses against him dismissed in the absence of evidence of actual obstruction; and if, having regard to the present unsatisfactory state of the Law in relation to the dumping of old cars in public places, he will introduce legislation to deal effectively with the matter.

I have seen the report in question. While section 97 of the Road Traffic Act, 1961, enables vehicles which are abandoned or cause danger or obstruction to be removed, I am satisfied that the section needs to be strengthened and extended, and I hope to deal with this in the proposed legislation to amend the 1961 Act which is at present under consideration.

I appreciate the difficulties in forecasting when it might be introduced, but, in view of the urgency of the matter, would the Parliamentary Secretary indicate when we might expect the necessary amending legislation or would he consider introducing a small Bill just to deal with this particular problem?

I could not say at the moment when it is likely to be introduced.
