NEW SECTION.

I move amendment No. 1:

Before section 6, to insert the following section:

6. Where——

(a) after the 30th day of July, 1965, and before the passing of this Act, supply was granted by Dáil Éireann for a supply service, or (b) after the passing of this Act and before the 31st day of March, 1966, supply is granted by Dáil Éireann for a supply service for the financial year ending on that day or the next following financial year.

the Minister may issue out of the Central Fund in the financial year for which the supply has been granted, and apply to making good the supply, sums not exceeding in the aggregate the amount of the grant.

This amendment is required to cover the transition from the existing financial procedure to the new system proposed in the Bill which will come into effect on 1st April, 1966. It is necessary to provide for the issue of moneys from the Central Fund in respect of (a) Estimates for the current financial year passed since the Appropriation Act, 1965 became law and before 31st March, 1966 and (b) Estimates for the year 1966-67 which may be approved by the Dáil before 31st March, 1966. Neither of these categories was covered in the Bill, as introduced. Therefore, the amendment I move is a purely transitional provision. From 1st April, 1966 the issue of moneys in respect of all Estimates passed after that date, including Supplementary Estimates, will be covered by sections 2, 3, and 4 of the Bill.
