asked the Minister for Finance if it is still the intention of the Government to raise a loan on the New York market; and, if so, when.

It was never the intention to raise a loan on the New York capital market. The dollar loan which it was proposed to raise in December last was to be floated on the so-called Euro-dollar market. The acute congestion in that market which necessitated postponing the issue still persists. The position is being kept under review and will be further discussed in my Budget speech in relation to next year's Public Capital Programme.
