We have always recognised the USSR. The first formal act of recognition was the resolution moved by Acting-President Griffith in the Dáil on the 29th June, 1920. The resolution which was adopted unanimously read as follows:
That the Ministry be authorised to dispatch a Diplomatic Mission to the Government of the Russian Socialist Federal Soviet Republic with a view to establishing diplomatic relations with that Government.
The answer to the second part of the question is in the negative.
