Vol. 222 No. 10

Ceisteanna — Questions. Oral Answers. - Housing Contract.

20.

andDr. O'Connell asked the Minister for Local Government why he will not lay copies of the contract between the National Building Agency and the Cubitt-Haden-Sisk consortium before the House.

It is not the practice to lay before the House the detailed terms of contracts entered into by, or on behalf of, local authorities. Apart from this, the Ballymun contract is on the basis of a target price and the undesirability of disclosing information that might prejudice the negotiation of prices and sub-contracts would arise. I conveyed to Dublin Corporation for their consideration, by letter of 28th January, 1965, the nature and general terms of the contract proposed and the City Council by resolution approved the proposals, including the contract target price, which were embodied in the contract signed on 2nd February, 1965.

Have the corporation got a copy of the contract between the National Building Agency and the consortium?

I could not say.

I made a request to the corporation to see a copy and they informed me they had not got one.

Did somebody tell the Deputy a copy had been sent to the corporation?

No. I made a request to the corporation for a copy. In view of the fact that the corporation are going to pay for the construction of the houses in Ballymun would the Parliamentary Secretary agree that it would be proper to make available for public representatives on the council a copy of this contract?

I shall talk to the Minister about it.

That does not seem to arise relevantly out of the question.

Alternatively, it would be sufficiently in relevance to the question if a copy of the contract were laid before the Dáil.
