asked the Minister for Finance if he is aware of the fact that income tax, as at present imposed, has the effect of depressing production inasmuch as it discourages overtime working by unmarried workers and workers with small families; and whether, in the light of this fact, he will re-cast the income tax system so that incentives for greater production will be available to the workers.

I do not accept the implication in the Deputy's question and accordingly I do not propose to introduce legislation along the particular lines which he appears to have in mind.

Does the Parliamentary Secretary appreciate that overtime being taxed is a disincentive?

That question has been examined in detail by the Commission on Income Tax and it was their considered opinion that this is not the case. The British Royal Commission had the same opinion on the same subject.

Is the Parliamentary Secretary not being a bit selective in what he agrees with and what he disagrees with in the Report of the Commission?

The Parliamentary Secretary referred to our Commission on Taxation and to their Report.

Mr. O'Leary

We do not accept all their recommendations. It is a big drawback for many trade unionists to involve themselves in overtime working. I would ask the Minister for Finance——

I have told the Deputy that this question was examined by the Commission who came to the conclusion of which I have told the Deputy.
