asked the Minister for Local Government if the procedure for planning permission for an ESB sub-station is the same as for any other building.

The answer is "Yes".

The Minister says that the procedure is the same. They get outline permission. I assume, but have they, later on, to put in detailed plans, the same as any other developer has to put in?

The answer is "Yes". Whether it was the ESB or anybody else who was going on with the particular development, if the case was one in which outline permission only had been granted and, thereby, it was implied that detailed permission had to be got, if it had to be got in the case of a private individual, similar permission would be given to the ESB.

The complaint I have got is that it has not to be got and is not being got in the case of the ESB.

It should be.
