asked the Minister for Local Government if he considers legislation is necessary to preclude drivers from forming convoys on motorways and fast arterial roads, thus making it impossible for other road users to pass.

Section 88 of the Road Traffic Act, 1961, confers powers on the Commissioner of the Garda Síochána to make bye-laws for the general regulation of traffic. I am advised that the powers are adequate to enable bye-laws to be made to deal with the point in question. The making of the bye-laws is a matter for the Commissioner in the first instance.

I would also refer to section 52 of the 1961 Act, which makes it an offence to drive a vehicle without reasonable consideration for others.
