asked the Minister for Local Government if it is his intention to deter developers from establishing supermarkets or office blocks on vacant sites in areas of Dublin city where there is a scarcity of living accommodation and a reasonable amount of shopping facilities at present in existence.

The primary responsibility for deciding the use of land rests with the planning authority who must include appropriate objectives in the development plan which they are at present preparing. The zoning in the 1957 Draft Planning Scheme is being reviewed by the corporation and it is their duty to ensure that adequate provision is made for such residential, office and shopping development as is likely to be needed in the future
