asked the Minister for Social Welfare what plans, if any, he has for the expansion of social services, particularly the granting of substantially increased children's allowances and sickness benefits for workers who become ill.

Expansion and improvement of the social welfare services has been a constant pre-occupation of my predecessors in office and I intend to continue that policy. Suitable measures will continue to be taken to the extent practicable, but, as the Deputy will appreciate, such measures require legislation, the introduction of which will be announced at the appropriate time.

Will the Minister be prepared to give consideration to this matter between now and the introduction of the Budget?

This is a very big matter.

This is why I am raising it.

The Deputy, in the main, is referring to increased rates. That does not require any great study or preparation. I have in mind the blueprint of a comprehensive plan which might be available to be adopted piecemeal, when circumstances permit.

I hope it will not be like the River Shannon.

The River Shannon keeps on flowing.

In the wrong direction.

The River Shannon keeps on flooding.

It keeps on over-flowing.
