asked the Minister for Local Government if he will amend the regulations governing the issue of driving licences so that a person may qualify for a driving licence for a tractor at the age of 16 years instead of 17 years as at present.

I do not propose, at this stage, to amend the regulations as suggested. The minimum age limits for holding licences to drive the various classes of vehicles were determined as recently as 1964 following full consideration of all the factors involved.
