asked the Minister for Justice if he will consider the enlargement of pound facilities in Cork city with a view to increasing accommodation for horses found wandering in the working class districts of the city; and if he will consider increasing the present maximum pound fee of 6/-to £2 with a view to discouraging itinerants in the city from allowing their horses to wander in the streets.

The provision of adequate pound facilities is the statutory duty of the local authority. In January last, the Garda authorities brought to the attention of Cork Corporation the need for increased pound facilities in Cork city. I am having the matter taken up again with the corporation.
I shall consider, in consultation with the various interests affected, the question of increasing the pound fees which were fixed in 1959. The fees prescribed in respect of animals are intended to cover no more than fair remuneration for the pound-keeper in respect of the impounding, care, sustenance and attendance on animals, and it would be improper for me to prescribe a fee which would include a penalty, as the Deputy suggests.
