Vol. 227 No. 4

Ceisteanna—Questions. Oral Answers. - Dangerous Machines.

26.

asked the Minister for Labour if, having regard to the increase since 1956 in the number of machines which are of such a dangerous character that persons ought not to work at them unless the requirements of section 32 of the Factories Act, 1955 are complied with, he will make new regulations to bring all such machines within the scope of the Training and Supervision of Persons Regulations.

I am aware that some complicated machines have been introduced into industry in recent years.

Some time ago I directed a review of the Dangerous Machines (Training and Supervision of Persons) Regulations, 1956 to see whether, and to what extent, the list of machines to which it applies should be extended. This review is proceeding.

I should like to stress that there is a duty on employers to instruct workers, as and when appropriate, regarding the dangers arising, and the precautions to be observed, in the use of all machinery.

I am glad to know that a review is taking place. Would the Minister ensure, now that we have a Department of Labour, that these regulations are reviewed more frequently and formally because in relation to some regulations, as much as a decade passes by before there is any amendment? They certainly do not keep pace with the increased specification and intricacy of machinery.
