asked the Minister for External Affairs why Ireland has not signed the European Code of Social Security and Protocol, Recommendation 441 (1965) in view of the fact that it has already been signed by Belgium, Denmark, the Federal Republic of Germany, Italy, Luxembourg, Netherlands, Norway, Sweden and Turkey; and, if there are strong reasons why this Recommendation should not be signed by Ireland forthwith, if he will explain them or agree to raise this matter for clarification and decision at the next meeting of the Committee of Ministers.

As indicated in the reply given to a similar question on 15th December, 1966, we are unable under existing legislation to implement the European Code of Social Security and the Protocol thereto. I might add that while this Code and Protocol have been signed by the countries mentioned by the Deputy, only two of these countries have so far ratified them.
