Closing of Leinster House Gates.

In reply to a query put to me in the House yesterday, I have investigated the incident.

An alarm was sounded on that day at 2.52 p.m. as a result of which the exits from Leinster House were sealed off by the military authorities between 2.52 and 2.58 p.m. until the cause was ascertained. It appears that the cause was an electrical fault. I may say that the military authorities are not under my control. On any such happening it is inevitable that some temporary inconvenience may be caused to Members and it is not possible for me to know what has happened until the matter has been investigated. I am satisfied that the incident was disposed of with remarkable promptitude.

Arising out of that, while I appreciate the matter was dealt with promptly, it is conceivable that Deputies could be prevented by reason of an emergency of that character from attending a sitting of the Dáil. Perhaps some consultation with the appropriate military authorities might ensure that if an event of that character occurs, the Ceann Comhairle would be notified so that arrangements could be made to postpone the sitting until adequate opportunity for Deputies to attend was provided.

That is perfectly true. I have emphasised that where such an incident occurs, the Ceann Comhairle should be informed as early as possible. It is to be understood that these incidents very seldom occur.
