Mr. Barrett

asked the Minister for Justice if arising out of a reply of 1st March, 1967 he has taken up with Cork Corporation the matter of the enlargement of pound facilities with a view to increasing accommodation for wandering horses in the working class districts of the city; and if as a result of consideration in consultation with the various interests he will consider raising the maximum pound fee from 6s. to discourage itinerants in the city from allowing their horses to wander in the streets.

Preliminary to taking up with the Cork Corporation the question of the enlargement of pound facilities in Cork city, it was necessary to consider, in consultation with the Garda authorities and the Sheriff, the most desirable location of the additional facilities, having regard to the areas in which the incidence of wandering horses creates the greatest problem and having regard also to the desirability of planning these locations so as to avoid cross-city driving of loose horses. I expect that these inquiries will be completed shortly and I hope to be in a position to take the matter up with the corporation before the end of the month.

A general review of the present pounds fees is being carried out, but it may be some time before I am in a position to reach a decision on the question of increasing these fees. It would be improper, of course, to prescribe increased fees which would be in the nature of a penalty.
