asked the Minister for Posts and Telegraphs if he can make arrangements for postal deliveries to be made in the Dublin suburban areas not later than 8 a.m. each day of delivery.

The answer is in the negative.

Postmen attend for duty in the Dublin District Offices at 6 a.m. but because of the preparatory work of walk-sorting, etc., deliveries in the suburbs cannot commence before about 7.15 a.m. It would clearly be impracticable to complete the deliveries by 8 a.m.

Does Deputy Moore realise the difficulties this would create for a number of postal employees, by having deliveries made by 8 a.m.? They would have to get up at 4 o'clock in the morning.

I refer to the first delivery only, not the whole lot.

It would mean that with the same starting time, we would have to take on more staff.
