asked the Minister for Agriculture and Fisheries if he is aware that the regulation in his Department which states that any applicant wishing to obtain a diploma in dairy science at University College, Cork must be over 18 years of age on 1st October, 1967 is unfair to and penalises brilliant boys who obtained their leaving certificate and are under 18 years of age on 1st October 1967; and if he will make a statement on the matter generally.

Having regard to the nature and responsibility of the work on which the candidate may be employed after obtaining his diploma, I am satisfied that the regulation referred to by the Deputy is reasonable. After obtaining the Leaving Certificate it is not unusual for prospective candidates to acquire suitable practical training by attending the one-year course at an agricultural college, which would be valuable to them later.
