asked the Minister for Posts and Telegraphs when it is hoped to convert Kilcock telephone exchange to automatic service.

This exchange is not included in the current programmes which will take over two years to complete. It is intended to included it in the next programme but I cannot say at this stage when conversion will take place.

Two years ago I was told that it was going to be done in two years.

There is a plan for exchanges——

It does not seem to be much use, if you are not keeping to it.

——over 200 exchanges are scheduled for conversion under the current plan and that plan is progressing.

I can understand that, but there is not much use in having a plan, if you are not keeping to the plan. Two years ago I was told that it would be done this year.

It is like the Second Programme for Economic Expansion: it dropped dead.
