asked the Minister for External Affairs what is the attitude of the Government with regard to Resolution 353 on the enlargement of the European Communities which was adopted by the Consultative Assembly of the Council of Europe on 27th September, 1967; and what action the Government have taken, or contemplate taking, on it.

The Government is in sympathy with the terms of Resolution 353 on the enlargement of the European Communities. No action is required from the Government or the Committee of Ministers on Resolutions of the Consultative Assembly other than to take note of them. The Committee of Ministers has taken note of Resolution 353 at their meeting on the 23rd to the 27th October, 1967.

asked the Minister for External Affairs what is the attitude of the Government with regard to Recommendation 495 on European Space Policy which was adopted by the Consultative Assembly of the Council of Europe on 23rd June, 1967; and what action they have taken on this Recommendation.

The Government's attitude on European Space Policy has been outlined in my reply of the 14th July to a question on this matter by the Deputy.

Ireland was represented by an observer at both space conferences mentioned in the Recommendation.

Recommendation 495 is still under study by the Committee of Ministers.

asked the Minister for External Affairs what is the attitude of the Government with regard to Recommendation 498 on the General Policy of the Council of Europe which was adopted by the Consultative Assembly of the Council of Europe on 26th September, 1967; and whether he will instruct the Permanent Representative in the Committee of Ministers of the Council of Europe to vote in favour of the proposals contained in this Recommendation.

In so far as Recommendation 498 concerns the question of a Middle East settlement Government policy in this matter has been stated by me in my addresses to the United Nations on 27th June and 28th September, 1967.

As regards that part of the Recommendation relating to Greece the Deputy will have noted that the European Commission on Human Rights is already examining the situation.

As regards the promotion of co-operation between East and West, our policy in this regard is based on the provision of Article 29 (1) of the Constitution.

Instructions will be given to the Permanent Representative in the Committee of Ministers of the Council of Europe in the light of the foregoing.

asked the Minister for External Affairs what is the attitude of the Government with regard to Recommendation 499 on the scientific and technological aspects of the extension of the European Community which was adopted by the Consultative Assembly of the Council of Europe on 26th September, 1967; and whether he will instruct the Permanent Representative in the Committee of Ministers of the Council of Europe to vote in favour of the proposals contained in this Recommendation.

The Government favour the views expressed in Recommendation 499 of the Consultative Assembly and the Permanent Representative in the Committee of Ministers of the Council of Europe has been instructed to support it.
