I would like with your permission, Sir, to give notice of my intention to raise on the Adjournment the matter of the clarification of the Taoiseach's statement of 31st January, 1968, in relation to proportional representation.

The Chair will communicate with Deputy Dunne in the course of the afternoon.

On a point of order, Sir, purely for clarification of procedural matters, is not the correct time to give that notice on the Order of Business rather than after items Nos. 1 and 2 have been moved?

Deputy Dunne gave no notice to the Chair that he wished to raise that particular matter before I called the Order of Business.

We cannot have a discussion on this particular point.

Surely you will give us the benefit of your vast knowledge of the rules of order, Sir? I have raised many matters in this fashion in this House, invariably in pursuit of my obligation to Deputies and my responsibilities to my constituents, and I may say this is the first occasion upon which I have seen this particular procedure being followed, waiting until a short speech is made by a Minister introducing Supplementary Estimates.

There is no discourtesy intended to Deputy Dunne. The Chair did not see Deputy Dunne rising to raise this particular matter.

I will refrain from obvious comment on that.
