asked the Minister for Health if he will provide free transport and electricity schemes for permanently disabled persons in receipt of disabled persons maintenance allowances; and the annual cost of such schemes.

I have no statutory authority for the provision of schemes as suggested by the Deputy.

Would the Minister consider introducing legislation to obtain the necessary authority, having regard to the fact that these people are as handicapped—even more handicapped, perhaps—as old age pensioners and others who receive these benefits?

I do not think so. It seems to be a Department of Social Welfare matter.

When I referred the matter last week to the Minister for Social Welfare, he referred me to the Minister for Health. We are hoping that, between them, they might get these benefits for these unfortunate people.

The Minister for Social Welfare said he would bring in a scheme.

I think the Minister thought he was talking about disability benefit.

Would the Minister consult the Minister for Local Government with a view to refunding road tax payable by people?

That is a separate question.

It is the same problem.
