asked the Minister for Labour if he proposes to appoint placement officers to all employment exchanges; when he hopes to have all those officers appointed; and what the duties of the officers will be.

As soon as the report, to be furnished this month by the Institute of Public Administration, has been examined, I propose to make decisions on the measures to be taken to develop the Employment Service into an effective agency of manpower policy.

These decisions will include matters relating to the recruitment of placement officers, where they shall serve, their duties, etc.

As a short-term measure I decided to appoint seven placement officers, one to each of the four employment exchanges in Dublin and one each to the Waterford, Galway and Cork exchanges. The experience of the working of this arrangement will be taken into account in deciding long-term policy.
