asked the Minister for External Affairs if he will initiate discussions towards the establishment of diplomatic relations with Zambia in view of the considerable number of Irish in that country, the presence of Zambian trainees in Ireland, and the fact that an Irishman holds ministerial office in the Zambian government.

I am aware that there are a considerable number of Irish citizens in Zambia who are participating in its administration and its cultural and economic development. It is for this reason that in February, 1966, we appointed an Honorary Consul in Lusaka who is in constant contact with the Zambian Government.

We also maintain contact with the Zambian Government by direct correspondence and through the Zambian representatives in the United Nations and in London. I feel that in present circumstances this is sufficient to maintain the warm and friendly relations which exist between our two Governments.
