asked the Minister for Transport and Power if any discussions have taken place between the authorities of Kilrush, Foynes and Limerick Harbours with a view to the setting up of a unified authority; the date the last discussions took place; and if he will now take steps in view of the delay in the matter to set up a unified authority.

No proposals have been submitted to me in this matter recently. I am, however, aware that the harbour authorities have engaged a firm of consultants to prepare a report on the question of the amalgamation of the functions of the various harbour authorities on the Shannon.
Amalagmation of existing harbour authorities would be a complex matter and would necessitate legislation but it would be a matter in the first instance for the harbour authorities concerned to agree on a scheme for amalgamation or unification.
In the event of the parties not coming to an agreed settlement in the matter, will the Parliamentary Secretary use his prerogative and demand the unification?
I do not know whether it would be proper for me to suggest what the Deputy is asking. Does he want me to ride roughshod over the opinions of the harbour authorities at present operating in the Shannon Estuary? As I stated, I feel it is a matter of agreement between the authorities concerned but is the Deputy suggesting that I should ride roughshod over their opinions?
This matter has been under discussion between the authorities concerned for the past four years and agreement cannot and will not be reached. I suggest that this long finger of the Parliamentary Secretary should be amputated and let us have a decision immediately, in the interests of all concerned.

There are certainly three harbour authorities involved and I do not know whether the Deputy is laying claim to being a member of all three.
