The increase is accounted for as to £3.5 million by increased expenditure. This is in line with the increased Budget provision for this year. The balance is due to the fact that in the early part of last year, issues for supply services to the Pay-master-General's Supply Account were less than the actual expenditures on these services because the Account had the temporary use of funds which were awaiting application in redemption of debt.
