asked the Minister for External Affairs if his attention has been drawn to advertisements in the public press encouraging the emigration of citizens to Rhodesia; and whether he has taken steps to ensure respect for the United Nations Security Council Resolution of May, 1968 calling on member states to prevent activities by persons seeking to promote, assist or encourage emigration to Southern Rhodesia.

The Deputy's question appears to refer to operative paragraph 8 of Resolution 253 adopted by the Security Council of the United Nations on 29th May, 1968. In this paragraph the Security Council "Calls upon all States Members of the United Nations or of the specialized agencies to take all possible measures to prevent activities by their nationals and persons in their territories promoting, assisting or encouraging emigration to Southern Rhodesia, with a view to stopping such emigration."

Although this paragraph is not strictly a mandatory sanction we drew the attention, through the Government Information Bureau, of the daily and Dublin evening newspapers and Radio Telefís Éireann to the above clause and expressed the earnest hope that all publicity media would refuse to give advertising space to persons engaged in the activities referred to. It is to be hoped that all our news media will in future abide by the call of the Security Council by refusing to publish such advertisements.
