1.

asked the Taoiseach if he has any information suggesting that the present EEC may be altered in its constitution; and if he will make a statement in the matter.

2.

asked the Taoiseach whether in the forthcoming talks in London on the Anglo-Irish Free Trade Agreement he will initiate discussion on the present strained state of Franco-British relations with its consequence for the future of the EEC.

With your permission, a Cheann Comhairle, I propose to take Questions Nos. 1 and 2 together.

I have no information which would suggest that changes in the constitutional framework of the European Communities are being considered by them.

In the Ministerial talks which commenced in London today, it is hoped that there will be an opportunity for an exchange of views on latest developments in relation to the European Economic Community.

Has the Taoiseach seen reports that President de Gaulle has suggested some other type of organisation? Is he aware that this suggestion was made to the British Government through their Ambassador in Paris?

I have seen the report.

You do not believe it is correct—or do you?

There is something between the two sides and I have no knowledge as to which is correct.

Arising out of Deputy L'Estrange's supplementary, will not the Taoiseach be answering that in reply to Question No. 2?

Has the Taoiseach seen this report of an offer by the President of France, and have we any attitude to the proposal of a directorate of power—have we considered this matter?

I have read conflicting reports about what the President of France said to the British Ambassador and I am not prepared to make a conjecture at this stage as to which is right. According to the French, the President was painting a vast fresco and we must wait to see what comes out on the fresco.
