Vol. 241 No. 8

Order of Business.

It is proposed to take Nos. 1, 2, 7 and 8. If not already reached it is proposed to interrupt busiment ness at 6 p.m. to take No. 8 and when concluded to resume the order. It is also proposed, when the Dáil rises today, that it stand adjourned until October 22nd.

May I inquire if in the event of any major developments such as negotiations in connection with EEC taking place during the recess, the Dáil can be recalled? Could the Taoiseach indicate whether he proposes to meet the British Prime Minister with regard to events in the Six Counties before the resumption of the Dáil?

I doubt if negotiations with the European Economic Community will commence as early as would require a resumption of the Dáil before 22nd October because there are many considerations involved as, for example, the elections in West Germany. In any event, I should imagine that negotiations will still be at the preliminary stage before the Dáil would normally reassemble. If the occasion should arise it would be possible to recall the Dáil in the interim. As far as the possibility of meeting the British Prime Minister is concerned, as I indicated last week, I am keeping in close touch with this situation. If I see any advantage in going to see the British Prime Minister and in making another contact, that certainly will be done.

What will be the actual function of the Dáil with regard to our application to the EEC? Would the Dáil be asked to give a decision prior to finality in the matter or will we be presented with a fait accompli and asked to give a decision on what has been negotiated?

The outcome of the negotiations will be presented, the terms on which our entry will be made. As I have indicated on a number of occasions, these terms of entry will be brought before the House for approval before our actual entry will be effected.
