1. The capital allocations indicated for 1967-68 and 1968-69 are the final allocations notified to each authority for those years; the allocations for 1969-70 are provisional and are subject to review during the year.
2. An allocation is made on the understanding that—
(1) an authority may adjust allocations as between house-purchase loans and supplementary housing grants;
(2) an authority may incur debit balances on their accounts of up to 10 per cent of the amount of their allocation.
3. Because of the use of funds for various housing purposes, the figures for balances may not in some areas reflect the difference between allocations and payments.
