asked the Minister for Finance if he based his comment in relation to a shortage of capital on his experience of raising capital for social and other purposes in the form of Government loan floated by him during his term of office as Minister and in the term of his predecessor.

All the loans in question were fully subscribed. It is well known, however, that domestic savings have not so far increased to keep pace with the rapidly expanding investment demand. This situation of course prevails in many other countries.

I think the Minister for External Affairs was about to give a reply to Deputy Fox on Question No. 39.

I had called Question No. 40.

The Minister was about to make a reply.

The Chair has no responsibility in this matter.
