asked the Minister for Local Government on whom rests the responsibility for the implementation of the 1876 Pollution Prevention Act; and what remedies or sanctions are available to persons injured by the failure of the responsible parties to implement the Act.

Responsibility for enforcing the Rivers Pollution Prevention Act, 1876, rests primarily with the sanitary authority. Any persons injured by the commission of an offence under the Act may, subject to certain restrictions, also institute proceedings.

asked the Minister for Local Government if he will consider introducing new legislation calculated to increase efficiency of antipollution legislation generally in the State.

The position generally is as stated in my reply to Question No. 21 of the 2nd December, 1969, raised by Deputy P. Hogan.
