asked the Minister for Local Government the maximum rent which can be paid in the new St. Michael's flat to be built on the site of the Old Barracks at Keogh Square, Dublin.

The corporation's differential rent scheme provides for a maximum weekly payment, for a four-roomed dwelling, of 85s, to cover rent and an element for rates, estimated at 17s 6d, up to and including 1964-65. The rent based on the cost of providing, maintaining and administering the flats would be of the order of £10 a week plus rates. The difference between the economic cost and the maximum rent is met by subsidy from my Department and the local authority. In the case of a family of four children in which only the father is earning the maximum rent would be payable only if the income, not including children's allowances and certain other social welfare payments, exceeds £28 10s per week.

With specific regard to St. Michael's Terrace in Inchicore could be the Minister give a figure for the maximum rents which would be payable by corporation tenants as asked in the question?

That is what I gave —the rents in St. Michael's flats.

Would the Minister state whether he has included in that any compulsory central heating charge?

This is the rent including rates, based on the rates figures up to 1964-65.

These flats have been opened only recently. Why does the Minister refer to the rates for 1964-65?

The maximum figure for rent includes rates up to the level at which they would have been in 1964-65 but increases in the rates since then would be additional.

Am I right in assuming that the maximum rent would be £5 2s 6d plus a levy for the compulsory central heating?

No. The rent is what I told the Deputy it was. The maximum rent is £4 5s.

Plus the rates?

Including 17s 6d for rates. Just as other tenants have to pay for their heating, the heating is not included in the rent.

In these flats they do not have a choice.
