asked the Minister for Posts and Telegraphs why telephone subscribers in the 01 area on dialling 115 on 31st March last were unable to get any response or signal whatsoever for most of the time and got the engaged signal for the remainder.

I do not accept the Deputy's suggestion that subscribers in the 01 area dialling 115 on 31st March were unable to get any response or signal. In fact, over 1,000 calls from the "01" area were dealt with at the "115" positions on that date. Only once before in the previous 18 months had so many calls been dealt with in a day. With this exceptional volume of calls some callers at times during the day encountered the engaged signal because all circuits were occupied.
