asked the Minister for Local Government whether regulations governing zoning divisions of areas of Dublin into heavy industry, light industry and residential are at present complied with.

The enforcement of zoning requirements is a matter for the planning authority. As regards enforcement, I would refer the Deputy to my reply to Question No. 104 of the 19th instant.

Can the Minister give any advice as to what exactly can be done where a local authority do not appear to be enforcing their own regulations? There are several areas in Dublin in which light industries have been changed into heavy industries with detrimental effect to the value of adjacent property. What do we do when the local authority do not adhere to their own regulations?

If the Deputy has any particular case in mind he should bring it to the notice of Dublin Corporation and Dublin Corporation will give him all the necessary information. Though an area may be zoned for particular use, it does not necessarily mean that the area is confined to just one specific type of development; several uses can be permitted in more than one zone.

Would the Minister agree that it is very unfair to a person who has invested in a house—the only capital investment he may have—and an adjacent industry which was originally a light industry suddenly turns into a heavy industry? This is very unfair to the householder. This is prevalent in Dublin. It may be prevalent in other parts of the country too.

I am not aware whether the development the Deputy has in mind took place without permission. I do not see how I can be asked to approach the Corporation without having the full facts.
