andMr. Fox asked the Taoiseach the number of persons who have emigrated from the Republic during the 12 months ended 30th June, 1970.

Reliable figures for net emigration are available only for the periods between successive censuses of population. For periods since the most recent census the only indicators of net emigration are the figures for the net outward passenger movement by sea and air. The net passenger balance for the 12-month period ending February is thought to be the best indicator of net emigration since this is least affected by differences in holiday traffic between succeeding years. For the 12-month period ending February, 1970, the net outward passenger balance by sea and air was 7,854 persons.

It should be pointed out that, while the net passenger balance proved to be close to the net emigration recorded for earlier intercensal periods, this was not the case in the 1961-66 period. In the 1961-66 intercensal period the net passenger balance figure was considerably in excess of the true net emigration as calculated from the census results.
