asked the Minister for Social Welfare if and when it is proposed to introduce a social insurance scheme with pay related contributions and benefits in substitution for the present flat rate system.

As indicated in the Third Programme for Social and Economic Development, the Government have approved proposals for the preparation of legislation for a scheme of pay related unemployment and disability benefit. There are, however, many problems still to be solved before I will be in a position to introduce the legislation.

Will the Parliamentary Secretary be investigating systems other than those in the Common Market— the Swedish system, for instance—in order to ensure that we do not just accept blindly what they have in the Common Market without examining the alternatives?

I have no doubt the Minister will investigate all systems.
