asked the Minister for External Affairs whether the member States of the EEC have agreed to free access to territorial waters; if he expects that this will be one of the conditions necessary before this country is permitted to join; and if he will indicate Government views on this matter as to whether they will accede to such a prerequisite or not.

The Deputy has presumably in mind the question of common access to fishery waters which is provided for in the common fisheries policy recently adopted for the Community. I would refer him to the reply given by the Minister for Agriculture and Fisheries on 4th November to questions on this subject.
