asked the Minister for Industry and Commerce if he will provide information on the proportion of the industrial work force in the member states of the EEC employed in public enterprise; the total capitalisation of such enterprise; the range of industrial sectors covered; and if he will compare these figures with the latest data for Denmark, Norway, the United Kingdom and Ireland.

As the reply consists largely of tabular statements I propose, with your permission, a Cheann Comhairle to circulate a statement with the Official Report.

Following is the statement :

Proportion of industrial work force employed in public enterprise in EEC member countries and in applicant countries, capitalisation of such enterprise and the range of industrial sectors covered.

Statistics available in respect of the various countries are not calculated on the same basis and comparisons between countries must be treated with reserve.

EEC Countries

The latest information available in the case of member countries of the EEC is in a study prepared by the European Centre for Public Enterprise based on statistics for the year 1963. Employment in public enterprise in each member country and the percentage which it represents of total employment by public and private enterprise is shown in the attached table.

The main manufacturing industries in which the public sector participated were construction of motor vehicles and aircraft in France, shipbuilding and manufacture of motor vehicles in Germany, metal industry in Holland, metal industry and manufacture of transport equipment in Italy. Public participation in manufacturing industry is negligible in Belgium and Luxembourg.

Information is not available about the capitalisation of public industrial enterprise in the EEC. In 1963 public enterprise accounted for 25 per cent of the total amount devoted to investment by the industrial and commercial sectors in the EEC.

Energy includes coal mining, gas, electricity and oil refining (other than the petrochemical industry).

Industry includes building and construction for each country and also extractive industries in the case of Germany.

By a State industrial enterprise the European Centre for Public Enterprise mean an enterprise wholly or mainly financed by the State. An industrial i ndustrial enterprise in which the State had a minority shareholding, would be regarded as a public enterprise if the shareholding was sufficient to give the State effective overall control of the enterpris e (e.g. where the balance of the shareholding was fragmented.)

A break-down is not available of the manufacturing industries in which public enterprise is engaged. However, iron and steel would account for a substantial proportion of the total employment by public enterprise.

Share capital in Government owned mining, 560 million kroner; Share capital in Government owned industry, 730 million kroner; Capital in Government owned transport and communications subscribed by State and municipal authorities, 7,500 million kroner.

There are State owned enterprises in steel, aluminium, iron, mining, coal processing and the fish industry. The State also participates directly in mixed State-private owned undertakings.

The main manufacturing industries in which public enterprise is engaged are food processing, steel and chemicals.

The assets of semi-State bodies (at book values) engaged in each of the above sectors were as follows (1966 figures) :

Energy, £213 million; manufacturing, £38.3 million; transport and communications, £71.4 million.
