asked the Minister for External Affairs if this country recognises travel documents (titre de voyage) issued by countries with whom Ireland may not have diplomatic or consular representation, such documents being covered by the convention of 28th July, 1951.

As a party to the United Nations Convention of the 28th July, 1951, relating to the status of refugees, this country recognises travel documents (titre de voyage) issued pursuant to the provisions of the Convention.

Can the Minister say what is the usual procedure adopted when a person with this particular document arrives in this country?

I understand the Minister for Justice is answering a question dealing with this later on today. The Deputy is interested in a particular case.

A lady arrived in Ireland recently with such a document and was put in jail. Why did that happen, if we recognise——

The Minister for Justice is answering a question today dealing with that case as it is his business to deal with it.

When I telephoned the Department of Justice relevant to this case I was told it was being dealt with solely by the Minister for External Affairs. Therefore, I posed the question to the Minister for External Affairs. Surely he should be able to give me the answer as to why they put this lady in jail?

There is a question on the Order Paper dealing with this particular point.

It is being dealt with by the Minister for Justice.

The Minister for External Affairs put her in jail.

No. It was her own action that caused her to be detained.
