asked the Minister for Local Government whether he will ensure that county councils will include in the register of electors for 1971-72 the names of Irish citizens who are also citizens of the USA, because such persons are entitled to vote in this country.

The Constitution reserves the right to vote at Dáil elections to Irish citizens. In the normal way an American citizen holding Irish citizenship would be entitled to be registered as a Dáil elector and to vote at Dáil elections. There is no citizenship requirement for entitlement to vote at local elections. My Department constantly urges registration authorities to ensure that all eligible persons are registered.
