asked the Minister for Local Government if he will consider a general policy of making the posts of engineers' clerks and road overseers permanent positions.

Persons holding the positions referred to are normally employed in a permanent capacity. I presume that what the Deputy has in mind is the question of grading these positions as permanent offices. This has been examined from time to time and has been found impracticable, for various reasons—such as the method of recruitment required for appointment to offices, the lack of flexibility which would be introduced and the controls which are exercised on offices generally.
